Dr. Williams previously performed the duties of Deputy Under Secretary of Defense for Policy, as well as working as the Principal Deputy Assistant Secretary of Defense for Strategy, Plans, and Capabilities in the Office of the Secretary of Defense (OSD). At OSD, Dr. Williams established the first office of the Assistant Secretary of Defense for Space Policy. Before OSD, Dr. Williams served on the National Security Council as Deputy Assistant to the President and Senior Director for European Affairs, as well as Acting Senior Director for Defense Policy and Strategy. At NSC, Dr. Williams coordinated the establishment of the United States Space Force and elevation of the United States Space Command. Dr. Williams earned a doctorate in Political Science from Johns Hopkins University and a bachelors degree in Foreign Service from Georgetown University. He received the Department of Defense Medal for Distinguished Public Service in 2021.
